Head of the IPP Office for 8 years. - Conceptualise, design and lead the team that procured the best, and internationally recognised as the most successful Renewable Energy Independent Power Producer programmes (REIPP) in the world. The programme was procured, on behalf of the Department of Energy of South Africa in partnership with the National Treasury and Development Banks of Southern Africa (DBSA) as the conduit for service providers and the appointment of personnel. The South African REIPP programme has attracted investors from all over the world. During the first four years of the existence of the IPP Office, it leveraged private sector investment of R209 billion with the seed capital of R100 million received from the National Treasury. Furthermore, it achieved contractual commitments from the IPPs for R20 billion in socio-economic investment in the communities around the projects, R6 billion in small and medium sized business enterprise development as well as R29 billion of dividends from the IPP projects to be paid to the communities for their shareholding over the 20 year Power Purchase Agreement period in these projects.
The REIPP programme procured 6,4GW of renewable energy projects, mostly wind, photovoltaic solar (PV) and concentrating Solar (CSP) projects, as well as small hydro projects within a period of 4 years through 5 successful bid windows (auctions). The IPP Office has a monitoring unit to ensure the contractual commitments are honored by the IPPs and therefore provide value for money to the South African consumers. Despite the unfortunate delay of 3 years in the programme, by April 2018, all 92 projects were signed and achieved financial close. Majority South African participation in the projects was achieved in the equity structure, as well as substantial participation in the construction and operations of the projects. Local capacity was built.
